We are actively and perpetually recruiting Phylaxis members to serve as Representatives for the Society in their respective areas. We would like to have at least one representative in every Prince Hall jurisdiction, and perhaps more than one in densely populated areas. The primary qualification for serving as representative is the desire to promote the interest of the Phylaxis Society on a continuing basis. WHAT IS THE COUNCIL OF REPRESENTATIVES?
A Phylaxis Society First Presidency directed program that is adopted to local conditions and opportunities across the country.
Representatives help fulfill the mission of the Society by:
- Raising awareness
- Providing answers
- Building bridges
How can Representatives help the Society?
- By helping the fraternity become more receptive to the Society.
- By helping the members of the fraternity identify with the successes and accomplishments of the Society.
- By helping all to feel a sense of belonging to the growing and dynamic international Phylaxis Society.
- By helping the various departments of the Society to accomplish the duties assigned to them.
The Council exists to support the missions and the goals of the Phylaxis Society.
- To educate the craft worldwide concerning Prince Hall Freemasonry, its descent, dogmas and regularity.
- To instruct all in the history of Prince Hall Freemasonry.
- To bring all of the craft into membership
Representatives assist in increasing positive awareness of the Society and its Prince Hall Masonic-centered educational goals, reaffirming the Society’s role as a vital source of answers and to the goals of building friendship and understanding.
WHAT ARE THE GOALS OF REPRESENTATIVES?
Some of the most important are:
- Awareness: Assist in increasing positive jurisdictional wide awareness of the Phylaxis Society.
- Answers: Help the fraternity better understand the Society and its role in Prince Hall Freemasonry and Masonry universal.
- Bridges: Provide a positive influence on Masonic issues, as approved by the First Presidency of the Phylaxis Society in keeping with the charter of the Phylaxis Society to not interfere in the workings of any Masonic body.
TWO WAY COMMUNICATION IS THE KEY TO SUCCESS
WHAT ARE ITS OBJECTIVES ?
Awareness objectives are:
- Increase positive awareness of the uniqueness of the Phylaxis Society; to be aware of its history and fully understand its mission and goals.
- To increase jurisdictional wide understanding of exactly what the Phylaxis Society is all about and its non-interference in the workings of any Masonic Jurisdiction; that it is a Society that seeks light and has light to impart and that it has no other interest outside of that.
- That it is in the business of Masonic communication and information only!
Answers objectives are:
To provide information on the international aspects of the Phylaxis Society, that:
- Membership consists of Freemasons around the globe, both Prince Hall and others recognized by the United Grand Lodge of England.
- To help the Society effectively reach more Freemasons by taking out membership and receiving The Phylaxis magazine.
- Improve relations and promote tolerance and understanding.
Bridges objectives are:
- Encourage and support the Society in establishing and implementing an approved and effective public relations plan.
- Inform all Freemasons of the responsibility and the impartial stance and position of the Society on various issues and not drag the Society into any debates that would undermine the effectiveness of the Society.
- Encourage local Phylaxis chapters to work with the representative in their areas.
COMMUNICATION IS THE KEY TO A SUCCESSFUL COUNCIL OF REPRESENTATIVES PROGRAM
Without successful communication, there can be no Council of Representatives. Communication must be vast and always ongoing. That is the heart and soul of the council.
THE COUNCIL OF REPRESENTATIVES
1. Subscribe to official Grand Lodge publications across Prince Hall Freemasonry to keep abreast of items that would be of interest to the Phylaxis Society such as new Grand Lodge officers, awards such as Master Mason of the year and community support efforts, etc.
2. Send letters of congratulation along with Phylaxis Society applications.
3. Seek published rosters from the various Grand Lodges, etc.
4. Submit as often as possible, news releases from the Phylaxis Society such as the Masonic Hall of Fame, Man of the Year, up and coming Annual Sessions, Souvenir Journal, etc. to keep the name of the Society before the Craft.
5. Maintain communications and receive reports from the Representatives in the field and prepare 3×5 cards. Continue to encourage Representatives to seek out material in the various black newspapers and other sources. Publish a newsletter.
6. Prepare each year ‘Most influential and Prominent Prince Hall Masons List.’
7. Receive material on groups within the Black community claiming to be Masonic and keep The Joseph A. Walkes, Jr. Commission on Bogus Masonic Practices informed.
8. Prepare displays when possible.
9. Attend exhibitions when possible.
10. Devise methods to raise funds for the Council’s budget.
THE COUNCIL OF REPRESENTATIVES IS TO PROMOTE A POSITIVE PHYLAXIS VISIBILITY
REPRESENTATIVES
Representatives are located in various areas across the country. All are Phylaxis members and have been appointed to one year of service by the President. The office will keep the date of appointment, send them a certificate of appointment and at the end of their appointment will ask the Representatives if they would be interested in another term. The Office will stay in close contact with the Representatives.
The Representatives are to clip from their local black newspapers, etc., items concerning Prince Hall Freemasons, non-Prince Hall groups, and any other information concerning Freemasonry.
Representatives are required to make quarterly reports to the Regional Vice Presidents who will ensure that they in fact make even negative reports.
From the newspapers they send in, Representatives are asked to attempt to identify the Lodge that the person belongs to, if possible, his mailing address so that the Representatives can send a letter of congratulations if the subject has received an award, or done an outstanding service. They will need also to write the name of the publication or newspaper that the article comes from and the date of publication.
Newspaper clipping information provided by the Representatives will be placed on 3×5 cards and utilized for the Phylaxis Magazine or the Newsletter, and its monthly mailing from the information center as well as the ‘100 Most Influential and Prominent Prince Hall Masons’ to be published each year in the Phylaxis magazine. Attached to the card will be a small photograph of the individual. For VIPs, these can be often taken from Ebony and Jet magazines.
COUNCIL OF REPRESENTATIVES ORGANIZATION
The 1st and 2nd Vice Presidents must organize the council and assure that they follow the guidelines as set forth from the President by the office in Kansas City, Missouri, and will stay in touch and make monthly reports of the activities of the Council
Regional Vice Presidents will perform public affairs work in their areas and regions and direct the efforts of the Representatives in their areas and regions.
THE COUNCIL OF REPRESENTATIVES WILL INVEST A GOOD DEAL OF TIME IN SELLING THE IMAGE OF THE PHYLAXIS SOCIETY.
THE COUNCIL OF REPRESENTATIVES MUST CAPITALIZE ON EVENTS THAT WILL HELP THE SOCIETY’S IMAGE.
Every Representative should make as many contacts in their Jurisdiction as possible and mention the Phylaxis Society in Lodges, Chapters, Consistories, Temples, and Grand Lodges.
